PURPOSE:To inspect out-of-roundness based on the picture of an inspection object. CONSTITUTION:An inertia moment and inertia synergistic moment around respective basic axes in a picture at a graphic corresponding to the inspection object is obtained in a moment operation part 11. A change rate operation part 12 obtains the change rate of inertia moment obtained by normalizing the amplitude value of inertia moment by a shift value based on the operation result of the moment operation part 11. A judgement part 13 judges that the graphic corresponding to the inspection object is near complete round when the change rate of inertia moment is near '0'.
