PURPOSE: To make it possible to evaluate the influence that a human factor exerts on plant operation by simulating the human execution of the procedures previously defined dependently upon the defined operator's characteristics. CONSTITUTION: A monitor system 10 processes a response as if the response is received from the operator who is the man. The monitor system changes the instruction displayed on a display device 14 dependently upon the response included in the judgment data received from an operator simulation module and equipment data 12. In such a case, the simulation of the human execution of the previously defined procedures is continued accompanying with the identification of the fresh step of the previously defined procedures dependently upon the equipment data and the judgment data automatically by the monitor system 10. Further, the simulation may be repeated with changing the operation data characteristics 20 or without changing them.
