A first connection element (11), and a second element (12), are fastened to the first via plug-in and holding devices. The first element is fastened to the steering tube. The second element is fastened to the first, so as to be turnable and angular adjustable, and carries the handlebars. The first element is disc-shaped, and the second element is fork-shaped. They are relatively turnable about a transverse axis, and connected via a quick release device (18). The second element has a clamp-like head (15), to hold the centre of the handlebars. This is turnably held via second quick release device (19). USE/ADVANTAGE - Handlebar adjustments can be made easily, even when bicycle is in motion.
