PICTURE ENCODING TRANSMISSION SYSTEM WITH CELL ABANDONMENT COMPENSATING FUNCTION

PURPOSE:To shorten the time required for restoration of the picture quality from degradation due to cell abandonment in the picture encoding transmission system provided with the cell abandonment compensating function in the picture transmission system used for digital transmission of visual telephone or the like. CONSTITUTION:Intra-frame data and inter-frame data are inputted to the transmission side of a system where input frame data is divided into plural blocks and is transmitted. A mean 22 which selects and outputs one of these data and a means 23 are provided; and if one or more of data of individual blocks constituting inter-frame data exceed a determined threshold, this means 23 forcibly outputs intra-frame data to the means 22 at the time of input of the next frame.
