PURPOSE:To simplify the processing of channel test and to reduce the amount of hardware by transmitting and receiving a message for continuity test. CONSTITUTION:The message for continuity test where a specific destination and a VCI value indicating the test are set is inputted from a test cell inserting part 12 and is converted to a VCI indicating a route as the test object by an outgoing message processing part 13 and is sent to a channel 3. The channel 3 switches the route to the route corresponding to the VCI value included in the cell and transfers it. When it is received by an incoming message processing part 23 of a terminating device 2, the VCI is converted to a value indicating the test cell, and the test cell is extracted by a test cell extracting part 24 and is inputted to a test message receiving part 25. A call processing part 4 compares it with the test message generated by an originating device 1 to discriminate whether the channel 3 is normal or not. Thus, a test equipment only for channels is not required to simplify the hardware constitution.
