PURPOSE:To provide a control channel switching system to cancel the condition where a control channel cannot be used, in a short time. CONSTITUTION:The title system is constituted of a line exchange 105, a line, controller 22, a radio device 31, a monitoring controller 24, a fixed station device 33 for test and a transmitting receiving call testing means 101. The regular calling test is performed from the fixed station device 33 for test to the transmitting receiving call testing means 101, and when the calling condition is not obtained, the control channel during the use is switched to the alternate control channel. The control signal in the descending direction is monitored, and when the control signal is not changed for more than constant time and when the calling quantity is smaller than the forecast traffic quantity, the calling test is performed, and when the calling condition is not obtained, the control channel is switched to the acting control channel. Further, when by the receiving call test from the transmitting receiving call testing means 101 to the fixed station device 33 for test, the receiving call response from the fixed station device 33 for test is not performed, the control channel is switched to the alternate control channel.
