PURPOSE:To detect an abnormal secondary battery swiftly during quick charging by providing a measuring device for the secondary battery voltage, a setting device for setting a charging-completion-intended-voltage, a comparator for comparing the measured voltage with the set voltage, and a current limiting circuit for interrupting charging. CONSTITUTION:When a secondary battery pack is quickly charged, if a microcomputer 4 judges through the medium of voltage detecting lines 8-1 and 8-2 that the terminal voltage becomes a set voltage 18V, a control circuit 5 is cut off by the microcomputer 4 through the medium of a quick charging stopping signal line 6, and the quick charging is interrupted. If the battery pack is normal the quick charging is continued, charging control by a - V or temperature control system is performed, and normal charging is completed. Besides, it is easy to monitor the charging conditions if the interruption of the quick charging at the time of abnormal charging or normal completion of the quick charging is displayed with an indicating lamp. In this way, an abnormal battery can be detected.
