PURPOSE:To set plural low speed lines without revision of a basic TDMA frame and a basic data burst. CONSTITUTION:In the case of allocating 10 lines having a speed of e.g. 1/10 with respect to a basic speed line speed, the system allocates a data burst Dm to a basic frame of a sequence number 1 with respect to the line A and allocates a data burst Dm to a basic frame of a sequence number 6 with respect to the line A respectively. It is possible to easily set plural low speed lines by forming a virtual high-order frame of a variable length and using the data burst Dm of the basic speed in time division.
