<p>PURPOSE:To make very small the distortion of an image when the image is coded in the high efficiency coder of digital image data. CONSTITUTION:A blocking part 1 divides a digital image into plural blocks and an orthogonal converting part 2 orthogonally converts the image data for each block. A classifying part 3 classifies the blocks to classes by the statistical character of the image data of each block. A pattern preparing part 4 prepares plural patterns of the number of the bits assigned to each orthogonal converting coefficient for each block for each classified class. A pattern selecting part 5 selects the pattern, in which the distortion after quantizing becomes minimum for each block of each class out of plural patterns of the number of the bits prepared by a pattern preparing part. A quantizing part 6 quantizes the orthogonal converting coefficient of each block based on the patterns of the number of the selected bits.</p> |
