PURPOSE:To compress and decode a picture while keeping picture quality of an important picture part for medical diagnosis high and to reduce occurrence of an archfact. CONSTITUTION:The device is provided with an orthogonal transformation section 9 applying prescribed transformation processing to an original picture data of a diagnostic position of a reagent and a re-quantization section 11 quantizing a transformation formation data obtained from the orthogonal transformation section 9 to compress the transformation data quantity, and also an area extract section extracting an area in which high picture quality maintenance is desired with respect to the original picture and a quantization parameter setting section 7 to set a different quantization parameter to the extraction area from a non-extract area so that the picture quality of the picture of the extract area extracted by the area extract section 6 is higher than that of the picture of the non-extract area other than the extract area, and the re- quantization processing section 11 carries out quantization processing according to the quantization parameter.
