PURPOSE:To eliminate the need for a troublesome operation for stop and re-raising of a communication control operation by setting new communication operation environment information without stopping the communication control operation. CONSTITUTION:A communication controller 1 is provided with a communication operation environment management device 2 defining and storing the operation environment of a communication control program. The management device 2 is provided with a communication operation environment revision management section 4 receiving a revision notice of a communication operation environment coming externally and managing it, storage sections 6, 7 storing each communication operation environment information and a communication operation environment management section 5 receiving a notice from the management section 4, controlling the storage sections 6, 7 and revising the storage content and storing it. For the communication control operation, the storage content of the storage section 6 or 7 is revised and at the end of the communication control operation, the storage content of the other storage section 7 or 6 is revised to revise the communication operation environment information during the communication control operation.
