The present invention uses a plastic jacket (1), optionally lined with a coiled metal lining (3) and having, on the end of the inner surface of its collar (5), thin fins (6) intended to interact with the body (23) of the sleeper screwdriver (20) in order to exhibit transverse elasticity whilst retaining leaktightness and withstanding tolerances of shape and position of the sleeper screwdriver. An annular gap (13) exists between the collar (5) and the concrete hole (24) in order to prevent direct contact of the plastic of the jacket (1) with the concrete (11) at this level. A plug (14), itself also optionally provided with fins, completes the assembly by being completely or partly housed in the annular gap (13). Application: anchorage for railway sleepers. <IMAGE>
