PURPOSE:To prevent in advance the congestion of a network in the advance time, by providing the advance traffic control function on the storage service control unit, calculating the load amount in the advance time when the time designation service is requested, and deciding whether it can be accepted or not. CONSTITUTION:In case when the storage service control unit SSE has received the time designating information together with the information for designating the classification of the communication processing service from the subscriber's DT-A for requesting the time designation service, the load amount of the control unit SSE by the service request is derived, and this load amount is added to the integrating load amount corresponding to the same time as the time designating information of the control unit SSE which has accepted in advance the communication processing service from a subscriber. In case when this addition result has exceeded the load specified amount decided in advance, the communication processing service request from the subscriber's DT-A is controlled, and unless the addition result has exceeded the load specified amount, the communication processing service of the subscriber's DT-A is accepted by updating the integrating load amount. |
