CONSTITUTION:A signal link operating rate calculation means 52 calculates a signal line operating rate. A threshold decision means 53 decides the signal link congestion threshold based on the result of calculation of a buffer operating rate calculation means 51 and the result of calculation of a signal link operating rate calculation means 52.
