The remote guard system detects emergency state from a remote place and sends the scene of accident to a monitor of monitoring system through telephone lines. The remote monitoring system comprises a transmitting unit (1) including cameras, sensors for detecting emergency states, a memory controller (8) for storing scene of accident captured by cameras, a modulator for modulating video signal transmitted from the memory controller, a DTMF signal generator for generating DTMF signal according to stored telephone number and a buffer for sending video signal and DTMF signal to a transmission transformer, and receiving unit (2) including a tone decoder for receiving video signal transmitted from the transmitting unit, and a memory controller for storing video signal and for displaying the scene of accident.
