The invention relates to a device for converting mechanical energy into hydraulic energy. A pressure difference, independent of the delivery, appears between the ends (Fig. 1) of its hydraulic circuit when the rotor (200) is set in rotation about two orthogonal axes (axes X0 and Y1). The device is composed of a frame (100) which rotates with respect to the axis (X0) and of a rotor (200) which is in pivoting connection of axis (Y1) with the frame (100). The rotor (200) is composed of wound pipes (windings 210; 211; 212), the ends of which are coupled to a rotary distributor which connects them in series. This distributor also acts as an invertor for "rectifying (straightening-out)" the pressure, which has a sinusoidal appearance. The device according to the invention is the main component of a hydraulic pump. It is more particularly of benefit to the industries concerned with hydraulic components. <IMAGE>
