PURPOSE:To shorten a processing time of a computer by selecting only a facility having high possibility of an accident from a relation with weather conditions varying momently, simulating the accident and grasping reliability of a system. CONSTITUTION:A knowledge base 27 for previously preserving knowledge regarding weather conditions and occurrence of accidents, and accident facility selecting means 26 for selecting a facility having high possibility of an accident according to information of a memory 21 and the base 27 from accident facility preserving means 25, are provided. When the weather conditions are input to a computer 2 through an input unit 1, the computer 2 checks whether the condition of the base 27 coincides with that of the memory 21 or not, and selects the facility having the high possibility of the accident from the means 26 in the case of coincidence. Simulating means 23 simulates the accident of the selected facility. Reliability grasping means 24 evaluates a system after the accident, and outputs a result to an output unit 3. Thus, a processing time of the computer is shortened without wastefully simulating the accident of many facilities, thereby lightening a load. |
