PICTURE CODING DECODING DEVICE

摘要

PURPOSE:To solve a jitter delay of a high speed packet network being a problem caused when a moving picture signal is coded and the coded signal is sent to a transmission station/a reception station having a unique video frame synchronizing signal without frame thinning through the use of a high speed packet network while not losing the real time performance between the transmission station and the reception station. CONSTITUTION:A hierarchical processing section 2 implements hierarchical processing to a data coded by an input signal coding section 1 depending on the degree of effect onto picture quality in a transmission station, a packet transmission section 3 applies packet processing to a data giving much effect onto the picture quality earlier and sends the result to a high speed packet network. A packet reception section 4 of a reception station receives the packet and a decoding section 5 decodes a picture from a data received within a video frame synchronization of the reception station.
