PURPOSE:To prevent mis-recognition as cell abort when a sequence number of cell between frames is discontinuous due to the frame edit of the cell in a picture data storage section. CONSTITUTION:After each cell with a sequence number added thereto in the ascending order is stored in a picture data storage section 2, when a storage control section 3 edits each cell in the unit of frames and the sequence numbers between frames outputted one after another are discontinuous, an identification cell multiplex section 4 is activated to multiplex the identification cell between the frames. As a result, an abort discrimination section 7 recognizes the identification cell to prevent the abort of a cell in the sequence number missing part from being mis-recognized regardless of the discontinuous sequence numbers.
