摘要 <p>PURPOSE:To enable the system to cope with a rapid change in the traffic through the replacement of accommodated modules by providing a register managing congestion of the line accommodated module and a table to which an accommodation destination module for a new call is set to the system. CONSTITUTION:When a line accommodation module 201 is in congestion, '01' is set to a register 232 of a module 202 and when a call control cell from a distribution circuit 241 represents a call connection request, a subscriber data is retrieved based on a virtual path number VPI of the cell. When the VPI value is for a subscriber accommodated in the module 202 in the congestion of the module 201, call connection processing is implemented. On the other hand, when the cell dose not indicate a call connection request, the cell is aborted. When a call is accepted as the result of the call connection processing, a virtual channel number VCI not used by the subscriber is allocated and the module 202 gives a command of transfer of a cell provided with the VCI to the module 202 to a cell multiplexer circuit 22. Thus, the system copes with a rapid change in the traffic.</p>
