A take-up pulley (16) is provided with a power input member (2) and a power output member (1) which are radially divided, both of the members being engaged with each other over their peripheral surfaces. An elastic force of an annular elastic member (3) acts on the engagement portion between both the power output member and the power input member in the peripheral direction, in order to obtain a predetermined frictional engagement force between the power input member (2) and the power output member (1).
