PURPOSE:To stabilize the start and stop of a gas turbine by using an induced draft fan having a necessary but minimum capacity so as to hold the outlet draft of the turbine at a small value. CONSTITUTION:A bypass pipe 24 bypassing exhaust gas over a boiler and leading the same to the inlet port of a denitrating device 6 is provided to a main passage 3 from a gas turbine 4. During normal operation in which a forced draft fan 5 or at least one of gas turbines 4, 4' is operated, a normal command signal 33 in accordance with a load of a steam turbine 1 is led to a controller 40 by a selector 34, and accordingly, an induced draft fan 8 is controlled. When the operation is turned from the normal operating condition into a special operating condition in which the gas turbine 4 or 4' started, exhaust gas from the gas turbine is led to the inlet port of the denitrating device through the bypass pipe, and a special operation command signal is led to the controller by the selector so as to control induced draft fan 8 in order to hold the pressure of the inlet port of the dentrating device at a constant value. Further, a special operation in which the gas turbine 4 or 4' is stopped, is similarly controlled.
