PURPOSE:To immediately attain focusing after finishing actions for panning or tilting even when panning or tilting which is so fast that an AF means can not attain focusing is performed. CONSTITUTION:A characteristic varying means 1309 which varies the characteristic of driving a correction optical means by inputting a non-focusing signal from the AF means 1306 of a camera in the middle of image blurring preventing actions is provided in an image blurring preventing control means 1309 for preventing image blurring by driving the correction optical means based on blurring information obtained. In the case that the non-focusing signal is inputted from the AF means of the camera in the middle of the image blurring preventing actions, the characteristic of driving the correction optical means is varied by judging that the correction optical means is blurred in a direction unrelated with a direction that the camera is turned.
