<p>PURPOSE:To make the lower cost by changing the position of the block distortion every frame, by not having the image blur as the block distortion is inconspicuous and a spatial filter is not used. CONSTITUTION:An encoding device 1 is provided with an offset setting part 12 setting the parameter to switch the block position every frame of the moving image signal, a block position generation part 13 showing the block position, a boundary block decision part 14 deciding whether the present block is an imcomplete block or not, an incomplete block replenishing part 15 completing the block by replenishing the picture element data and a nonreversible encoding part 10 generating the moving image encoding data by performing the nonreversible encoding processing every block. An decoding device 2 is provided with a nonreversible decoding part 20 restoring the picture data of the block from the moving image encoding data and a reverse blocking part 23 mapping the picture data within the block to the preliminarily fixed position within the frame of the moving image from an offset setting part 24 and a block position generation part 25.</p> |
