摘要 |
PURPOSE: To realize a means for controlling a quantizer in a way that number of bits generated per frame is within a bit budget number by conducting coding through a movement compensating device adopting variable sized blocks. CONSTITUTION: A motion vector generator 13 of a forward estimate section estimates roughly a motion of two consecutive images, in response to an output signal from a buffer 12 and a signal of an input line 10 in a 1st state and makes the rough estimate fine in the 2nd stage for generating a motion vector, which is fed to a motion vector-selector/coder 14. The coder 14 selects an output of the generator 13, and a motion compensating device 16 accesses data in a buffer 19 which is under the control of the motion vector selected by the coder 14. The motion compensating device 16 selecting a small/large block size conducts coding, in response to an image circuit to realize a means that controls the quantizer, so that number of bets generated per frame is within an assigned bit budget in average. |
