The soundproofing plate having the properties of incombustibility and thermal insulation consists of: (a) a hardening layer (13) having a constant thickness with paper; (b) a rock wool layer (14) of short rock wool fiber (12) containing an inorganic binder the fiber standing perpendicular to the hardening layer; (c) an incombustible and thermal insulating plate (11) covering the hardening layer on the upper and lower sides of the rock wool layer; (d) an incombustible soundproofing plate (11a) having a number of the soundabsorbing holes (16)(16'). The coating dough for the layer (13) comprises gypsum, cement and an organic binder in its mixture.
