PURPOSE:To obtain a ceramic heater which has a long life even under high temperature circumstances without the need for another means such as a detecting means and its manufacture. CONSTITUTION:A heating pattern 8 is arranged on a cylindrical boundary 5 which is formed by the first ceramic layer 3 to cover a cylindrical ceramic base material 2 and the second ceramic layer 4 laminated on the surface of the fist ceramic layer 3. The anode terminal 9a and the cathode terminal 9b, 9c of the heating pattern 8 are arranged in opposition on the cylindrical boundary 5.
