PURPOSE:To prevent the run-away of a program even when loading/ unloading an IC card while a power source is erroneously turned on by controlling power supply corresponding to the result of detecting the loading/unloading of the IC card to a connector. CONSTITUTION:When an IC card 14 is loaded to a connector 13, an arm 21 is depressed by a side wall 14a, and the contact 32 of a switch 12 is turned on. When the IC card 14 is further deeply inserted to the connector 13, a pin 51 and a receiving part 41 are connected, and one terminal of a resistor 62 is grounded through the pin 51 of the connector 13, the receiver part 41 of the IC card 14, and a lead wire 42. Thus, the output of an inverter 63 is inverted. Since the contact 32 of the switch 12 is still turned on at this time, the output of a NAND gate 64 is inverted to logic H. Thus, a CPU 65 enables a normal operation again. Then, when a user turns a switch 70 on by a manual operation, the device enables a normal operation again.
