PURPOSE:To match the neutral position of a rotor with the neutral position of a steering shaft easily and correctly by moving a lock member to the lock release position interlockingly with the fitting of a steering handle to the steering shaft, and connecting the rotor to the steering shaft. CONSTITUTION:The stator 6 of a steering angle sensor 5 is fixed to a steering column 1. A lock collar 14 is slidably and unrotatably connected to a rotor 7 rotatably coupled with a steering shaft 2, and lock grooves 171-173 and lock teeth 201-203 engaged with each other to lock the rotor 7 at the preset rotary neutral position are provided on the lock collar 14 and the stator 6.
