PURPOSE:To allow a new mobile machine to start talking by switching the radio channel of an adjacent base station not in the congestion state yet for a radio channel used by a mobile machine resident in the peripheral part of a radio zone in the congestion state. CONSTITUTION:Each of base stations A, B, C is provided with a monitoring circuit 1 which detects whether or not a load factor being the ratio of a busy radio channel number used for all mobile equipments for talking in a relevant zone to a reserved channel number exceeds a prescribed value and a transmission power reducing means 2 which reduces a transmission power to mobile machines resident at the peripheral part. When the load factor of the radio channel in its own zone monitored by the monitoring circuit 1 of a base station, e.g. B exceeds a prescribed value, the transmission power reduction means 2 of the relevant base station B is activated.
