PURPOSE:To reduce visual picture quality deterioration by enhancing the accuracy of movement compensation in coding/decoding of a picture signal and to make a coding circuit small by reducing a code quantity. CONSTITUTION:A motion vector is detected by a movement detection circuit 52 of a coding circuit 30 for an LL component and the vector is fed to coding circuits 24, 26, 28 for other components. The coding circuits 24, 26, 28, 30 use a common motion vector to implement coding by movement compensation. Thus, the movement detection circuit is provided only to any component and the accuracy of the movement compensation among components of a sub band signal is improved. Moreover, when the movement compensation by prediction before and after adaptive processing is implemented, the prediction mode selection is obtained as to a sub band signal of any component and it is used in common as to the other component. |
