<p>PURPOSE:To enable an electronic computer provided with an instruction executing speed changing means to dynamically change its instruction executing speed while the computer is operated. CONSTITUTION:An instruction executing speed change instructing means 12 provided in an operating system 2 which is operated while an electronic computer 1 is in operation instructs an instruction executing speed changing means 11 to change the instruction executing speed of the computer 1 to a speed prefixed in corresponding to the model and type of the computer 1 when the execution of programs 101-103 for which the instruction executing speed must by adjusted is started and the means 11 changes the instruction executing speed in accordance with the instruction.
