<p>PURPOSE:To efficiently control a data quantity of a compressed data. CONSTITUTION:Data quantities B1, B2 when a picture data is compressed by using control factors Q1, Q2 given in advance by encoding sections (1) 3, (2) 4 are obtained, and an arithmetic section 5 obtains a control factor Q0 giving a data quantity B0 of an object compression data by means of linear approximation based on the value and an encoding section (0) 7 uses the control factor Q0 to encode the picture data. Moreover, correction is implemented at least one of 0-th order and 1st order terms in the case of linear approximation, and the algorithm of compression is not destroyed to a picture in which the relation of quantization control factor and the information quantity is special.</p> |
