PURPOSE:To obtain a cylindrical fiber aggregate for which a hardened part does not generate, and a core material does not protrude outside from a cover material at the time of forcing-in by equipping first and second irons which are provided at the upstream side and downstream side of a cover carrying part, and are set at a specified temperature. CONSTITUTION:The outer peripheral surface of a roll shaped core material 1 is formed into a circular shape by a trumpet 13, and the core material 1 is contracted into a compressed condition by a tongue 14, and a material 2 is deformed into a semi-oval shape by a guide belt 6 on the the core material 1 to be ready for covering. Then, the cover material 2 is guided so as to form a circumference excepting a wrapping part through the guide belt, by a guide groove 8a of a belt guide 8 and a guide surface 11a of a first iron, and the first iron 11 is position-adjusted and heated to a specified temperature by a temperature adjuster 21 and performs pre-heating. Then, the end edge of the cover material 2 is guided by a guide surface 12a of a second iron 12 and forms a wrapping part 5. The second iron 12 is heated to a specified temperature by the temperature adjuster 21, and heat-welds the cover material 2 and the core material 1 which is in contact with the cover material 2, and a bar shaped body 10a is continuously manufactured.
