PURPOSE:To watch a concentration of unburnt substance in ash all the time and efficiently control the operation of a coal combustion furnace by a method wherein the concentration of unburnt substance contained in discharging gas of combustion is calculated in its physical nature with a simple means based on a fuzzy deduction. CONSTITUTION:A fuzzy deduction part 1 takes each of data concerning a temperature TM within a combustion furnace, a load signal QS, a stain coefficient zetaB in the furnace, a double-stage combustion air rate TS, and a coal mixing rate MC and the like. It further estimates each of correction values of a furnace temperature T, a furnace air ratio lambda and a fine powder coal particle diameter Dp and a fuel ratio of coal substance. A reference part 2 prepares a distribution of furnace temperature T, a distribution of a furnace air ratio lambda, a distribution of a particle diameter Dp and a distribution of a reaction speed ratio beta with a coal quality as a reference distribution model. In addition, a correction part 3 corrects each of the reference values got from the reference part 2 in response to the corrected value corresponding to the fuzzy deduction part 1. A calculation part 4 may calculate a concentration C of non- ignited substances in the ash in response to each of the values corrected at the correcting part 3 and a reaction speed ratio outputted from the reference part 2.
