PURPOSE:To hold the faithfullness of reduction before and after conversion by discriminating the central data of an original bit map and weighting and emphasizing the center of two-dimensional array in picture data which is abondoned after the decision of a reduction rate in a simple thinning. CONSTITUTION:A reduction data pick-up part 101 picks up NXN bit reduction at the time of one n-th reduction from inputted before conversion data. Reduction data is inputted to a bit count part 104 and, at the same time, is inputted to a central data discriminating part 106 so as to output central data. Outputted central data counts a number which gives one in a central bit count part 107. A calculation value summing part 108 executes weighting to the bit count of central data, multiplies it by a two times factor, for example.
