The invention relates to a device forming a selective obstacle for preventing or allowing access to a site, comprising a barrier (1) which can be moved in rotation about a horizontal axis and is linked to a base (2) for anchoring to the ground. The barrier (1) comprises two parts (10, 20) normally arranged substantially in extension of each other along a common direction (9), these parts being joined together by elastically deformable linkage means in order to allow movement of one of the parts with respect to the other transversely to their common direction (9). Assistance springs (14) may make it possible to facilitate the rotation of the barrier. The device may also be equipped with locking means which can be actuated by a fire service emergency key.
