PURPOSE: To reduce the power consumption of an ER device in which an electric potential is applied between electrodes making contact with a electrorheological(ER) fluid, by providing a potential applying device which can apply electric potential which periodically varies, and by using the ER fluid having a specific electric conductivity. CONSTITUTION: In an ER device for transmission of a force through fluid after the fluid is solidified, overcoming shearing stress applied to the fluid between a driving surface and a driven surface, such as an ER clutch, a device for applying an electric potential between two electrodes making contact with the ER fluid, applies electric potential which periodically varies. Further, the ER fluid has a d.c. electriconductivity of 5×10<-8> ohm.cm<-1> . The applied electric potential which periodically varies, has an arbitrary waveform such as a sinusoidal waveform, a square waveform or the like, and has a frequency which is set preferably to 5 to 250 Hz. Further, the operating potential gradient between the electrode is set to 2 to 15 Kvmm<-1> .
