PURPOSE:To shorten startup time by decreasing the temp. difference of the temp. distribution of a catalyst layer during heating up of the catalyst layer at the time of the startup of the desulfurization reactor. CONSTITUTION:A cooling pipe 11 in which the heated up cooling water of a fuel battery passes, an electric heater 14, a heat transfer net 16 disposed across the direction where the original fuel of a hydrocarbon system flows and particularly a heat transfer net 16 made of copper are provide in the catalyst layer 8 in the reactor 4.
