摘要 PURPOSE:To obtain the decoding frame image at almost the same frame time interval as the time of encoding by executing the frame time interval control of quantizing data subjected to variable length decoding and executing decoding of a picture element unit, in an image encoding transmission device. CONSTITUTION:Framed variable length encoding data accumulated temporarily in a receiving buffer 9 is resolved into the frame number and the variable length encoding data by a frame resolving part 8, and also, the variable length encoding data is accumulated in a buffer 11 as quantizing data decoded by a variable length decoding part. A decoding frame interval control part 12 calculates a frame interval time from the frame number, and sends out quantizing data of the next frame after the frame interval time calculated from the time of sending out the head quantizing data of the previous frame. The quantizing data is decoded successively to a picture element unit by a picture element decoding part 6, and converted to an analog video signal by an output frame memory and a D/A converting part 10.
