PURPOSE:To form the inexpensive and simple system while keeping the reliability in the system where a video signal and an audio signal are scrambled such as the C/S scramble system. CONSTITUTION:A system computer 21 receives customer information registered by a host controller such as an authorization center computer and outputs the processing content to scramblers 23, 24. The scramblers 23, 24 each has a memory, in which the processing content is stored. The scramblers 23, 24 receive the same video signal VDIN and the audio signal AUDIN and implement the scramble processing simultaneously in parallel based on the stored processing content. A switch circuit 25 monitors the scramblers 23, 24 and selects a video output signal VDOUT and a bit stream BSOUT from the normal scrambler and outputs them to an up-converter. Even when the system computer 21 is failed, the scramblers 23, 24 continue the operation according to the processing content before the failure. |
