PURPOSE:To eliminate excess poewr loss such as a very small current flows continuously after required amounts of power is stored in a power storage device. CONSTITUTION:A switch circuit 11 disconnecting or connecting a low current loop and a monitoring circuit 12 monitoring the voltage of a power storage device 4, are provided. When the voltage of the power storage device 4 goes to highere than the prescribed voltage, the very small current loop is cut by the switching circuit 11. |
