PURPOSE: To synchronize an output bit speed with a given speed and to perform efficient encoding according to the characteristic of an image by using an HDTV receiver for performing encoding of nonlinear images matched with human's feeling. CONSTITUTION: A received signal is decoded by a block 211, a loaded signal in a BFF block in a transmitter is generated, and separation from the receiving signal, the confirmation of error code and the decoding of a variable-length code are performed. Then, an identifier is transmitted to a code book vector 201, a quantization vector signal and a scale factor are transmitted to a decoder 202, the output of an inverse quantization component is transmitted to a converting circuit 203, and the output and a signal already stored in the decoder 202 are added by an adder 204. Then, a frame average is added thereto by an adder 205, and it is supplied to a display circuit 212 and a buffer circuit 206. Thus, the output bit speed is synchronized with the given speed, and efficient encoding is performed according to the characteristic of an image. |
