PURPOSE: To provide an ion generator having an improved structure as an electrostatic charger. CONSTITUTION: Three layers; first layers 104, 106 and third layers 112, 114 consisting of electric resistance blanks and second layers 108, 110 consisting of thin coating material-like blanks which are insulating materials are uniformly adhered onto glass-like substrates having various shapes. The device is provided with a gap 116 dug down through all of these three layers in the width direction of the device. High potential is applied on the first innermost resistance layer in order to generate the ions. These ions partly flow out of this gap through the third outer resistance layers, and are accelerated toward the change surface during electrostatic changing. The potential of the third layer is specified by which the ion current to the charge surface is adjusted. The ion current flows until the potential of the charge surface is equaled to the potential applied on the third layer.
