PURPOSE:To allow a subscriber terminal to access its access point device and to reduce the line cost even when the exchange or a relay line between the exchange and the access point device has a fault with respect to the fault countermeasure system of the exchange in the packet network. CONSTITUTION:An access point device 1 relates to other exchange than an object exchange and the exchange is provided with a definition information backup memory 8 and when the exchange relating to the access point device has a fault, a subscriber terminal accesses the access point device by up-loading the definition information from the access point device to the definition information backup memory 8.
