The controller provides the optimized signal-linking function by processing the signal message inputted/outputted through the link of signal data. It is composed of a signal terminal bus matching section (21) for transmitting/receiving triple signal/all sorts of common and alarm condition, a level 1 matching section (23) for multiplexing/demultiplexing the signal message from/to another matching section of signal terminal (11), and a protocol processing section (22).
