PURPOSE:To minimize consumption of power for driving a valve body in an overflow passage. CONSTITUTION:A pluanger 11 is moved back and forth by a cam plate 32 rotating in linkage with an engine, and fuel is pressure-discharged thereby out of a pressure chamber 131 upon advance operation. A valve body 85 arranged at an overflow passage is operated to close by being energized. The energization start angle position to the valve body 85 is made close to the advance start angle position of the plunger 11 according to the condition where the rotation speed of the cam plate becomes small.
