The device is operated by a lever to mechanically push down two parallel rods against spring return pressure through holes in a base-plate on which the paper is laid. The lever (1) also activates another mechanism (81) in the horizontal plane, which supplies self-adhesive reinforcing strips (5) along a plane level with the paper and under the punch rods (6). The lever (1) further operates a third mechanism (13) against spring pressure comprising a cutter and a press (7) concentric to the punch rod (6). This cuts the reinforcing strip to length and presses it down on to the paper prior to the punching process. USE/ADVANTAGE - Combines the processes of reinforcing and perforating the paper.
