PURPOSE:To offer such a developer that although it is a water-base developer having high flash point and less hazardous, it has equal developing property to that of a developer essentially comprising an org. solvent, and that it has excellent working and environmental property and developing stability. CONSTITUTION:An org. solvent which can dissolve or swell at least one of photosensitive layer and uppermost silicone rubber layer and has <=5wt.% solubility with water at normal temp. is dispersed in water or an aq. soln. This developer is used for photosensitive planographic printing without requiring dumping water. |
