PURPOSE:To eliminate the futility of time and power due to the idle operation of a package shifting creel loader such as a winder. CONSTITUTION:A vacant package on a creel is loaded on a creel loader and shifted to the position of a package supporter, the package supporter is rotated by 180 deg. around the vertical axis, a face suspended with a full-package is faced to the creel loader, the creel loader loaded with the full-package suspends the full-package at the position of a vacant peg of the creel. The package supporter replaces the full-package from a stocker on a vacant peg on the opposite side face of the creel loader and waits. The above procedures are repeated.
